Penang Global City Centre Project:
Stand Up and Be Counted!

Dear friends,

Attached is the submission made by Perbadanan Pengurusan Taman Jesselton (the Management Corporation for the seven houses at 48 Taman Jesselton comprising the strata-titled landed condominium contiguous to Penang Turf Club) in response to the MPPP request dated 15th August 2007 for objections to the proposed PGCC. Six of the seven owners separately lodged similarly worded objections with MPPP, to reinforce the strength of opinion.

Dear friends,

The public forum held by NGO's and concerned Penangites on Sunday was an overwhelming success with more than 350 people attending. All seats were taken, some were standing and everyone had a chance to have a say after listening the REAL story behind the PGCC 37-tower block development. The end result was an overwhelming rejection of the project for reasons of:

  • its massiveness & non-suitability for the site & Penang
  • the anticipated problems of traffic congestion, tree cutting, loss of a green lung and pollution
  • the total lack of transparency and deception foisted on the public
  • the total reversal of planning approval where national planning authorities have approved the project BEFORE local planning authorities have fully examined the application
  • the high handed fashion in which the project has been launched
  • the apparent disregard for all guidelines and requirements by MPPP
  • the high density applied for - against current prevailing neighbouring low density
  • the deception with regards to Carbon-0 production when an estimated 60,000 car movements will be taking place
  • the deception involved in using jargon re Carbon-0, actually copied from a much more noble project BedZED in England, a renewal of a brownfield site providing sustainable affordable housing
  • the use of massive public funds to construct & widen additional roads so as to facilitate this particular project
  • the non-supply of a low medium cost content on site - required of all other developers
  • the proposed moving of this low medium cost content (less than 20% when the mandatory requirement is 30% to 60%) to an MPPP site at Rifle Range thus leading to another traffic problem in that area
  • the non-supply of local schools and other amenites required of all other developers
  • the total non sustainability of the project
  • the apparent news blackout of any adverse aspects of the project
  • the shady tactics used in tearing down all posters, banners etc exposing the realities of the project

    and on and on and on ...

    There was, as expected, an English newspaper blackout. The Chinese press however, rose to the challenge thrown to them at the forum and had a field day. Every major Chinese newspaper carried pictures of the model. We are now sending letters to the Chief Minister to emphasize our discontent and to appeal to him to act before it is too late. We are enclosing a digital copy for your use.

The people of Penang and the country quite clearly reject this project.     The Penang Global City Centre project is generating tremendous concern to Penangites. Click here for the Press Release by a group of concerned NGO's over this project. There will be a public forum organised by the PGCC Campaign Group this coming Sunday on the Implications of the Penang Global City Centre project on Penangites. It will be held at Dewan Sri Pinang, Room ABC, on Sunday, 7 October, 2007 at 9:30am - 1:00pm. The facilitators of this forum are Meenakshi Raman, a leading consumer affairs lawyer, and Dr. Goh Ban Lee, a well-known writer and expert on local government.
